I've taken another look at the PLS. There is NO definition of what constitutes a season. This is important!

If USL takes advantage of this loophole, theoretically, they would only have to have teams that meet the PLS division sanctioning as placeholders, then play a separate competition which implements an open system with Pro/Rel.

USL could just have a special "divisional" playoff that would satisfy the requirements to have a champion within their respective divisions. I think this is a huge loophole that could give USL liberty to implement an open system without burdening lower division teams with meeting higher division requirements!

So effectively, the divisions would basically remain closed, unless lower division squads want to make the jump up if they are ready for higher sanctioning. The open competition would be the main competition which would be based on merit between the divisions.
